Whereas, it is part of Filipino custom and tradition to pay respect to our dearest departed family members, relatives and friends during the observance of All Soul's Day every November 1 of the year;

Whereas, the tradition includes visiting the tombs of our dead in the cemeteries, offering flowers,candles and keeping vigil;

Whereas, because of this practice some govt. employees have to leave the City in order to observe this Filipino tradition.

Wherefore, I, ARLENE ESPINOSA ZAMBO, City Mayor of Toledo City and by the power vested upon me by Law, do ereby declare the afternoon of October 31, 2008 as a half-day holiday.
