In support of the Provincial Government's Green with the Environment that nurtures (GWEN) Program, the City of Toledo
in strong partnership with the Department of Education will launch the "Every Barangay is a Park Program" for the 38
Barangays of the City. All the school administrators, principals are hereby enjoined to convene the school PTCA's to
assist the Barangay Development Council in the development of this program.
The Barangay officials and the Sangguniang Kabataan are directed to extend logistic support to the community and the schools for
this program.
Sanitary inspectors, Barangay nutrition scholars and Daycare Workers in the area are advised to coordinate with the Barangay
officialsfor the necessary assistance. Reports shall be submitted to respective Department Heads the assistance rendered to
the Barangays.
City personnel/offices are directed to render technical advises if necessary to the herein assigned barangays.
There will be two (2) categories; (criteria & mechanics to follow). The initial stage (1st phase) will be from October to
December 31, 2008. The recognition and awarding (1st phase) will be on the 6th day of January 2009 during the Charter Day
of the City of Toledo. The second (2nd) phase of the contest/ recognition and awarding will be on the 12th day of June during
the Independence Day celebration of the City. Third phase recognition and awarding ceremony will be on the Golden Charter
Day Anniversary of the City.

1ST PRIZE 30,000.00

Note: Prizes will range from P500,000.00 minimum depending upon the result & satisfaction of the Local Chief Executive.
PROGRAM SCOPE & MECHANICS
1.The thirty eight (38) barangays of the City are eligible for the contest.
However, Barangay DAS and Poblacion with due consideration to their population and density
are separately categorized. They are categorized as Category A and the rest will be categorized as Category B.
2. For Category A, the contest will be an inter-sitios/purpoks or organizations and will cover the following scope;
- Cleaning of streets, alleys, roads, frontages, esteros, cavant/idle lots, public plazas, greening, beautifying using native
ornamental plants, trees, vegetables
-household sanitation
-Solid waste management in conformiuty with R.A. 9003
3. fOR cATEGORY B, the undertaking shall be either or in combination of the following activities:
-cleaning of streets, alleys, roads, frontages, esteros,vacant/idle lots, public plazas,schools, including the greening/
beautifying using native ornamental plants, trees or vegetables
-planting of native trees (forest/fruit bearing) greening on protected areas and forestlands thereby restoring its
bio-diversity;
-Establishment of Tree parks, marine parks, eco-parks, forest parks for family recreation or nutrition -parks for food pro-
duction and for healthy living;
4. A Barangay Environmental Aide and monitoring (BEAM ) group shall conduct monitoring on their respective barangays
and submit to the City secretariat for monthly evaluation.
5. Criteria for judging are as follows:
I. Project Development - 30% (Project planning, innovation & Management)
II. Partnership & Community Cooperation - 30% it includes the tapping of program partners such as the schools, non-governmental
oprganizations and the participation of the community within the area;
III. Project Impact - 40% (Sustainability, solid waste management, household,sanitation & aesthetic)
category B.
I. Project Development - 30% ( project planning, innovation and management)

non-governmental organizations and the participation of the community within the area,
III. Project Impact - 40% (Sustainability, nutrition, health,sanitation and aesthetic)
6. The secretariat shall give their report to the Awards & Evaluation Committee for further evaluation and monitoring. The
Committee shall be composed of the Division Superintendent, a non-governmental organization representative, and a religious leader,
The awards and evaluation committee will be assisted by the Technical Working Group.
